OneShoreline is requesting proposals from qualified multidisciplinary consulting teams to provide professional technical services in support of the Southern Bayside Cities Shoreline Resilience Plan (the Plan), also referred to as the 5 Cities Plan.

The Plan is a multi-jurisdictional subregional shoreline resilience plan to address flood risk driven by sea level rise and compound flooding across the cities of Belmont, San Carlos, Redwood City, Menlo Park, East Palo Alto, and portions of unincorporated San Mateo County.

Developed in conformance with Bay Conservation and Development Commission (BCDC)'s Regional Shoreline Adaptation Plan (RSAP) Guidelines, the plan will fulfill Senate Bill 272 (2023) requirements for the five partner cities upon adoption. The effort is funded by a California Ocean Protection Council (OPC) SB1 Sea Level Rise Adaptation Planning Grant.

The selected Technical Consultant will serve as the primary author for all RSAP Elements (A–G) and as technical lead for the effort, conducting the vulnerability and hazard analysis, developing and evaluating adaptation strategies and pathways, supporting public engagement, and producing a prioritized, fundable project list.
